South Dakota Title Transfer: Fees, Deadline & Late Penalties

Titling a vehicle in South Dakota is cheap on paper - $10, plus a $2 technology fee and $10 more if there's a lien to note. What's expensive is missing the 45-day window from your purchase date. Two separate penalty tracks run at once: the excise tax itself accrues interest at whichever is greater of 1% or $5 for the first late month, then 1% per month after; and the title application itself picks up a flat $1-per-week penalty (capped at $50 once you're 24 weeks out), completely independent of the tax interest.

Overview

There's a third wrinkle unique to South Dakota: since July 2024, anyone titling a vehicle without a South Dakota driver's license or ID and without a physical South Dakota address owes an additional $100 nonresident surcharge on top of everything else - a mail-forwarding address or P.O. box does not count as a physical address for this specific fee. It mainly catches out-of-state buyers and new arrivals who haven't yet swapped their license; full-time RVers who complete the SD driver's license step as part of establishing residency skip it entirely.

02 - Step by step

How to transfer a title in South Dakota

  1. 1

Seller signs the title's assignment section over to the buyer.

  2. 2

Both parties complete Form MV-608, noting the sale price for the excise tax calculation.

  3. 3

Buyer brings the title, MV-608, a bill of sale, and proof of insurance to the county treasurer within 45 days of the purchase date.

  4. 4

Pay the $10 title fee, $2 technology fee, 4% excise tax, and registration in one transaction.

  5. 5

If you don't yet have a South Dakota driver's license or ID and no physical SD address, budget an extra $100 nonresident surcharge.

South Dakota title transfer FAQ

How much does it cost to transfer a title in South Dakota?

$10 for the title plus a $2 technology fee - but budget for the full picture: 4% excise tax on the purchase price (minus trade-in) and registration, all collected together at the county treasurer.

What exactly happens if I'm late transferring a title?

Two things run simultaneously: the excise tax owed starts accruing interest (greater of 1% or $5 for the first month, 1% per month after, plus a one-time 10%-or-$10 penalty past 60 days), and the title application itself picks up a separate $1-per-week penalty, capped at $50. Being three months late on a $15,000 purchase adds roughly $18 in tax interest plus $60 in tax penalty plus up to $50 in title penalty.

Who has to pay the $100 nonresident fee?

Only people applying for a South Dakota title who have neither a South Dakota driver's license or ID card nor a physical South Dakota address - a P.O. box or mail-forwarding address specifically does not count. It doesn't apply to title corrections or duplicate titles, and it doesn't apply once you've gotten your South Dakota license.

Can I title a vehicle online in South Dakota?

No - a new title transfer requires the physical title and Form MV-608 in person (or by mail) at the county treasurer of your residence. Renewals, not new titles, are what the online portal and kiosks handle.

Do I need a bill of sale, or is the signed title enough?

Bring both. The signed-over title proves ownership transfer, but the county treasurer needs a bill of sale (or invoice) showing the actual price to calculate the 4% excise tax correctly - especially important if you're claiming the trade-in credit or the 11-year/$2,500 exemption.

What about titling an inherited vehicle?

Inherited vehicles are exempt from the excise tax under South Dakota's exemption list, though you'll still need the appropriate succession paperwork and pay the standard $10 title fee at the county treasurer.
