Why is a 2-year-old car taxed on book value even though I got a deal?

West Virginia regulation flatly assigns NADA loan-book value as the taxable base for any private-party sale of a vehicle 2 model years old or newer - your actual price doesn't factor in at all for that bracket, deal or no deal.

How do I get my actual price accepted on an older used car?

The vehicle must be more than 2 model years old, your price must be at least 50% of its NADA loan-book value, and you need a notarized bill of sale. Meet all three and the DMV taxes your price; miss any one and it falls back to book value.

Is gifting a car to my sibling or grandparent tax-free in West Virginia?

No - that's the state's narrowest family exemption in the region. Only spouse-to-spouse and parent-to-child transfers skip the tax, and only if the giver already paid WV tax on that vehicle.
