How to title and register a vehicle in West Virginia

How much is tax, title and license on a $20,000 car in West Virginia?
Around $1,266.50 for a dealer purchase with no trade-in: $1,200 privilege tax (6%), a $15 title fee, and $51.50 first-year registration. Private-party sales can differ if the DMV's NADA-value rule bumps the taxable base above your price.
Is West Virginia's privilege tax the same as sales tax?
Functionally yes - it replaced the old 5% titling privilege tax with a 6% consumers sales and service tax rate in 2017, collected by the DMV instead of the Tax Division. Most residents still call it the privilege tax out of habit, and the DMV brochure does too.
Why did the DMV tax me on more than I paid for a used car?
If the vehicle is two model years old or newer, West Virginia taxes the NADA loan-book value regardless of your price. If it's older and your price is below 50% of book value, the DMV again uses book value - unless you supply a notarized bill of sale, in which case your price stands.
Does a trade-in lower my West Virginia titling tax?
Yes, but only for a like-kind vehicle already titled in West Virginia in your name with tax previously paid on it. The trade-in's value comes off the purchase price before the 6% applies - cash-only trade-in credit doesn't work the way it does at some out-of-state dealers.
