In short

Virginia charges very little at the DMV and a great deal afterward. A title is a flat $15 under Code of Virginia section 46.2-628. Registration is $30.75 a year for a passenger vehicle at 4,000 pounds or less, $35.75 up to 6,500 pounds, and $24.75 for a motorcycle. The Motor Vehicle Sales and Use Tax is 4.15% with a $75 floor. On a $30,000 car that is $1,245 in tax, $15 in title and $30.75 in registration, a cheaper day at the counter than most states manage.

Two things then reshape the picture. The 4.15% is charged on the full sales price with no deduction for a trade-in, because Code of Virginia section 58.1-2405 defines the taxable sale price as the total paid without any allowance or deduction for trade-ins. And the DMV is not the agency that bills you most: your county or city Commissioner of the Revenue levies an annual tangible personal property tax on the vehicle, commonly $3.70 to $5.00 per $100 of assessed value, arriving months after the registration and returning every year the car sits in the driveway.

The annual car tax is the largest number attached to a Virginia vehicle

Personal property tax is assessed and billed locally, so the rate comes from your county or city rather than Richmond, and it runs roughly $3.70 to $5.00 per $100 of assessed value. The state's Personal Property Tax Relief Act subsidizes part of the first $20,000 of value at a percentage each locality resets every budget cycle. Fairfax County's 2026 figures show the shape: at $4.57 per $100, a $30,000 vehicle is assessed $1,371 gross, relief covers $447.86, and the owner writes a check for $923.14. That repeats every year against a declining assessment. Richmond's relief has fallen from 50% a few years ago to 22% as rising vehicle values outran the state's fixed relief pool, and Arlington subsidizes only the $3,001 to $20,000 slice, leaving the first $3,000 unrelieved.

The 4.15% ignores your trade-in, and a lowball gets compared to NADA

Trading a $12,000 car into a $35,000 purchase does not shrink the tax base here. The DMV charges 4.15% of $35,000, or $1,452.50, exactly as if nothing had been traded. The $75 statutory minimum runs the other direction on cheap cars: a $1,200 vehicle owes $75 rather than $49.80, and the floor stops binding above roughly $1,807 of taxable value. Private sales face a second check. The DMV compares your stated price with the NADA Official Used Car Guide trade-in value, and if the price sits more than $1,500 below that figure the NADA value becomes the base. Form SUT-1A documents the sale, and condition evidence can support a genuinely low reported price.

The Highway Use Fee is charged on efficiency, not just on electricity

Any passenger vehicle rated 25 combined MPG or better owes an annual Highway Use Fee, which is why a Corolla driver pays it and a V6 sedan rated 23 MPG does not. The fee approximates the fuel tax an efficient car avoids at the pump, built against a 23.7 MPG baseline vehicle driving Virginia's 11,600-mile annual average at an 85% weighting. It starts near $6.86 a year at exactly 25 MPG and climbs with efficiency from there. A fully electric vehicle pays the ceiling, $131.88. Every figure resets on July 1. The Mileage Choice Program lets an eligible owner pay by the mile instead, guaranteed never to exceed the flat fee, which favors anyone driving well under 11,600 miles.

Inspections every 12 months, emissions in ten Northern Virginia localities

Virginia still runs an annual safety inspection on every registered vehicle, capped at $20 and at $12 for a motorcycle, with no exemption window for new cars. A current inspection is required before a renewal will process, and the test has to be passed within 90 days of renewing. Ten localities also run biennial emissions testing capped at $30: Arlington, Fairfax, Loudoun, Prince William and Stafford counties, plus the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park. RAPIDPASS roadside sensors can satisfy it without a shop visit. Some localities add a vehicle license fee to the registration bill as well - Fairfax County $33 or $38 by weight, Norfolk $31 or $36, Hampton $35 or $40 - though most of Virginia charges none.

Thirty days to title, a flat $15 either way, and a $10 renewal penalty

A buyer has 30 days from the sale date to apply for a title. Miss it and Virginia adds a flat $15 late fee to the $15 title fee, so titling costs $30 whether you are one day or eleven months past the window. There is no escalating ladder the way several states run one. Registration renewal has its own 30-day cushion: renew within 30 days of expiration and nothing is added, after which a flat $10 late fee applies. Twelve months past expiration the transaction stops being a renewal and becomes a fresh registration application. A gift transfer starts the same 30-day title clock as a purchase, and the notarized Form SUT-3 has to be filed inside it or standard tax is assessed.

Four things that change a Virginia bill

  • No trade-in credit, ever

    Code of Virginia section 58.1-2405 bars any allowance or deduction for trade-ins from the taxable sale price. A $12,000 trade against a $35,000 car is worth $498 of avoided tax in most states and exactly $0 here, which changes the math on selling the old car privately instead.

  • Document a below-NADA price

    A private-sale price more than $1,500 under the NADA trade-in value gets taxed on NADA instead. Photographs, repair estimates or an independent appraisal filed with Form SUT-1A can support the lower reported price, though the burden of proof sits squarely with the buyer.

  • Mileage Choice for low-mileage drivers

    Owners who owe the Highway Use Fee can enroll in the Mileage Choice Program and pay per mile driven from odometer readings, capped so the annual bill never exceeds the flat fee. Below Virginia's 11,600-mile average it returns money; above it, nothing changes.

  • Where you park sets the car tax

    Relief percentages are set locality by locality. Fairfax County subsidized 49% of the qualifying value in 2026, Richmond 22%, and Arlington excludes the first $3,000 of value from relief altogether. Identical cars in adjoining jurisdictions produce meaningfully different annual bills.
