What you actually pay, and to whom
In short
Utah handles a vehicle purchase in one place. The DMV collects the sales tax, issues the title for a flat $6 and registers the car in the same transaction, with no county tax office anywhere in the chain. The combined sales tax rate runs from about 6.35% in rural counties to 7.45% in Salt Lake County, built from the state's 4.85% plus local option taxes. Base registration is $44 a year for anything at or under 14,000 pounds gross weight and $46 for a street motorcycle, plus $1 for uninsured motorist identification and $2.50 for driver education.
The line that dominates a Utah registration notice is the uniform fee in lieu of property tax. The state constitution exempts registered vehicles from ordinary county property tax, and Utah Code 59-2-405.1 substitutes a flat statewide charge keyed only to the vehicle's age: $150 a year at 0 to 2 years old, $110 at 3 to 5, $80 at 6 to 8, $50 at 9 to 11, and $10 once it turns 12. No assessor looks at the car and no millage rate applies. A one-year-old car in Salt Lake County renews near $211; the same car at thirteen renews near $71.
The uniform fee is set by age alone
Nothing about the vehicle's value enters the calculation. A $90,000 SUV and a $22,000 compact of the same model year pay the identical $150 in their first bracket, and both drop to $110 on the third birthday. Street motorcycles run a parallel table at $95, $70, $50, $35 and $10. Because the steps land every three years rather than continuously, two otherwise identical cars four model years apart can differ by $60 to $100 a year on this line alone. Commercial trucks above 14,000 pounds fall outside the age schedule entirely and pay a percentage-of-value uniform fee instead.
Resort towns cannot add their surcharge to a car
Utah's 4.85% state rate is uniform, and counties and cities stack local option taxes on top to reach roughly 6.35% to 7.45%. Salt Lake County sits at 7.45%, Weber County at 7.25% and Washington County at 6.45%. What Park City and Moab cannot do is apply the resort communities tax they charge on meals and retail goods to a vehicle: motor vehicles, aircraft, watercraft and manufactured homes are carved out of it by statute. Sourcing differs by channel as well. A dealer sale is taxed at the dealership's rate, while a private-party sale is taxed at the rate where the buyer registers the car.
No bill of sale means the state picks the number
A private seller in Utah never collects tax. The buyer pays it at the DMV when applying for title on Form TC-656, based on the price written on the bill of sale. Without that document the DMV falls back to the Tax Commission's depreciated fair market value table, a formula built from original MSRP and age, which usually exceeds what a private buyer actually paid. The same table catches gift transfers, because Utah grants no family exemption from vehicle sales tax at all: a $0 transfer between a parent and a child is normally assessed against fair market value. Vehicles inherited through an estate are the exception and are generally exempt.
EVs choose between $180 flat and 1.25 cents a mile
Alternative-fuel fees replace the fuel tax those vehicles skip: $21.75 a year for a hybrid that does not plug in, $56.50 for a plug-in hybrid, and $180 for a fully electric vehicle. Only EV owners get an alternative. Enrolling in Utah's Road Usage Charge program swaps the flat $180 for 1.25 cents per mile driven in 2026, capped at that same $180, so it costs less than the flat fee up to 14,400 miles a year and never costs more above it. Hybrids and plug-in hybrids have no equivalent opt-in and pay their flat figures regardless of how little they are driven.
Sixty days to title, no grace period on renewal
Utah Code 41-1a-703 gives a buyer 60 days from the date of sale to title the vehicle, twice the window several neighboring states allow, and simple two-party private sales can be completed through the Person-to-Person Online Title Transfer tool rather than at a counter. Renewal runs the other way: there is no formal grace period, so an expired registration is citable the day it lapses, although Utah publishes no delinquent renewal penalty schedule and a months-late renewal costs the normal fees. Salt Lake, Davis, Utah, Weber and Cache counties require an emissions test once a vehicle passes its first six model years, generally every other year on model-year parity, at $20 to $40 paid to the station. Routine safety inspections ended on January 1, 2018, except for rebuilt and salvage titles, first-time street-legal ATV registrations and three-axle motorhomes.

Utah taxes gifts like sales
There is no family exemption here. A car handed to a child or a spouse is assessed against the Tax Commission's fair market value table and taxed at the county rate, which runs well over $1,000 on a newer vehicle. Inherited vehicles are exempt; gifts are not.
The uniform fee drops on schedule
It falls at 3, 6, 9 and 12 model years, from $150 to $110, then $80, $50 and $10. Keeping a car past its twelfth model year fixes that line at $10 a year for good, which is $140 less than the same car paid when it was new.
The Road Usage Charge under 14,400 miles
An enrolled EV owner pays 1.25 cents per mile in 2026 instead of the flat $180, with $180 as the ceiling either way. At 8,000 miles a year that is $100 rather than $180, and the cap means the per-mile option can never end up costing more.
Trade-in credit is dealer and same-transaction
Utah subtracts the trade-in before applying the county rate only when the trade and the purchase are part of one transaction between the same two parties. Sell the old car separately, or buy privately, and the full price is taxed at 6.35% to 7.45%.

- It comes down to mileage. The Road Usage Charge bills 1.25 cents per mile in 2026 and is capped at $180, the same figure as the flat alternative-fuel fee, so it is cheaper below 14,400 miles a year and identical above that. There is no case where it costs more. Hybrids at $21.75 and plug-in hybrids at $56.50 have no equivalent option and pay their flat amounts.
- How long do I have to title a car in Utah, and can I do it online?
- 60 days from the date of sale under Utah Code 41-1a-703. Straightforward private sales between two parties can be finished through the Person-to-Person Online Title Transfer tool without visiting an office. Transfers involving a lien, an out-of-state title, or a name that does not match valid ID still require an in-person DMV visit.
