Are scooters and mopeds registered like motorcycles?

If it has an engine and is street-legal, yes - same $30 registration and title process. Electric bicycles and sub-50cc devices that meet the state's e-bike/moped definitions may be exempt; anything titled as a moped registers at the motorcycle rate.

Can I ride while the registration sticker is in the mail?

Yes - your county receipt is proof of registration for the gap. Texas motorcycles display the sticker on the plate rather than a windshield, and plates are issued or transferred at the same county visit.
