Why does my renewal get blocked in Bernalillo County?

Bernalillo County (Albuquerque and surrounding areas) requires a passing Air Care emissions test on 1991-and-newer gas and hybrid vehicles up to 10,000 lbs, retested every 2 years and at every change of ownership. The system won't process the renewal until a passing test is on file. Electric and diesel vehicles are exempt; new vehicles get a 4-year grace period.

Does the registration fee change every year I renew?

It changes once, automatically: the weight fee drops to 80% of standard the year the vehicle turns 6 model years old, and stays there - there's no further age-based reduction after that.

What if I let my registration lapse for months?

The 75% late penalty applies once you're 31+ days over, regardless of how much later you finally renew - it doesn't keep climbing month over month the way some states' penalties do. But driving unregistered risks a citation the whole time it's lapsed.
