Overview

The one thing that can spike a renewal is an emissions test coming due - required every 1–2 years in the Phoenix (Area A) and Tucson (Area B) metro areas for vehicles more than 5 model years old - since MVD won't process the renewal without a passing result on file. Outside those two metro areas, most drivers never see an emissions requirement at all.

Renew online at AZ MVD Now, by mail, at an MVD office, or an authorized third-party office - the fees are identical everywhere; only the convenience differs.

Why did my Arizona renewal drop from last year?

The assessed value behind your VLT falls 16.25% every year automatically, and VLT is a percentage of that shrinking number. A car's renewal typically falls year over year until it bottoms out at the $10 statutory minimum VLT.

Do I need an emissions test to renew?

Only if your vehicle is registered inside Maricopa/Pinal County's Area A (Phoenix metro) or Pima County's Area B (Tucson metro) and is more than 5 model years old. Most 1996-and-newer gas vehicles in Area A test every 2 years; Area B currently requires annual testing for non-diesel vehicles pending a federal plan update.

Can I renew before my current registration expires?

Yes - up to 90 days early if an emissions test is required, or up to 6 months early if it isn't. Renewing early doesn't add or remove any VLT; it's calculated off the vehicle's age regardless of when you pay.

What if I let my registration lapse and drive on it anyway?

You risk a citation, and once you do renew, the same delinquent-registration penalty structure applies as for a late title: $8 for the first month overdue, $4 for each month after, capped at $100 total.

Are motorcycles or electric vehicles exempt from the emissions step?

Motorcycles are exempt from emissions testing statewide. Fully electric vehicles are also exempt since they have no tailpipe emissions. Neither exemption affects the VLT or flat-fee side of the renewal.
