How is 'weight' measured for Arkansas car registration?

It's the vehicle's unladen (empty) weight as recorded on the title - not gross vehicle weight rating and not how much you're carrying. Most sedans and small SUVs land in the $17 or $25 tier; larger SUVs and vans often cross into the $30 tier.

Why does my pickup pay a flat $21 instead of the weight table?

Arkansas treats a Class 1 truck (rated one ton or less) used strictly for personal transportation as its own category with a flat $21 annual fee, regardless of whether it weighs 3,200 lbs or 5,500 lbs. Trucks used commercially or rated heavier fall under a separate, weight-scaled commercial fee schedule instead.

Is $7 really the full annual cost to register a motorcycle in Arkansas?

For the base state registration fee, yes - $7 a year for bikes 250cc and up, $3 for smaller ones. It's genuinely one of the cheapest motorcycle registration rates in the country. You'll still owe the county assessment and personal property tax separately, and the $10 title fee on a new purchase.
